Issues of pay scale Upgradation of various cadres pending in the promotion committee and the proposals for merger of NE-9, NE-10 and NE-11 with E-1 as also upgradation of Group D based on VI CPC recommendations were raised by the Union. Due to point to point fixation of pay on conversion from CDA to IDA pay scales on 1-10-2000, in several cases the seniors in higher pay scales got less than their juniors in lower pay scales. In MTNL, it couldn’t be settled since there was no rule to settle it. In BSNL, when NFTE took up the case, the management convinced them that it is not possible to settle these anomalies. After getting recognition, the BSNLEU and United Forum took up the issue seriously and a Committee was constituted with management and union representatives for settlement of these anomalies. The Committee gave its report for settling these anomalies as per Revised Pay Rules applicable for Central Government Employees and it was sent for the approval of DoT. The DoT sent back the file with the objection that the Revised Pay Rules were not applicable for settling these anomalies/aberrations since it was conversion from CDA to IDA Pay Scales and was not pay revision. Thereafter a Committee was constituted under the chairmanship of Shri P.K.Misra, DGM (Estt.) Consisting of representatives of the management and Union to recommend how to settle these anomalies. The Committee met several times and finally an agreement is signed to day (9-12-2009) between the Official and Staff sides. The agreement is that the difference in the pay between the junior in the lower pay scale and the senior in the higher pay scale as on 1-10-2000 will be paid as Personal Pay to the Senior. The Staff Side in the Committee was represented by Com V.A.N.Namboodiri GS BSNLEU and Com P.Asokababu AGS BSNLEU. Wage Negotiation held on 8-12-2009 – Salient Points In the Wage Negotiation Committee Meeting held today, 8th December 2009, after a lengthy discussion, consensus is reached on the following issues: 1. SPAN OF THE PAY SCALE: The note given by the Union will be considered by the management. 2. ALLOWANCES AND PERKS a) HRA : 30%, 20%, 10% rates on revised pay scales w.e.f 27-2-2009 b) Transport Allowance : Further discussion will be held. c) Skill Upgradation Allowance (in lieu of Food Allowance): Rs 225/- per month w.e.f 27-2-2009 d) Cycle Maintenance Allowance : 50% increase e) Rural Allowance : No Change f) Cash Handling Allowance : 50% increase g) Escort Allowance : 50% increase h) Special (Duty) Allowance, Island Special Duty Allowance, Hard Area Allowance : Existing percentage on revised pay w.e.f 27-2-2009 i) Special Compensatory (Remote Locality) Allowance, Special Compensatory (bad climate) Allowance, Special Compensatory(Hill Area) Allowance, Scheduled/Tribal Area Allowance: Existing rates will be increased by 50% w.e.f. 27-02-2009 j) Uniform and Washing Allowance: Management proposed abolition, but union did not agree. Further discussion will be held. Next meeting will be held on 18-12-2009.

Wage Committee Meeting on 4th December 2009 Salient Points In the Wage Negotiation Committee meeting held on 4th December 2009, the following consensus has been reached: 1. The span of pay scales will be increased from the present 15 to 18 years span in all scales (Management proposed only 12 years span earlier). Wherever possibility of stagnation is there, the span will be increased. 2. The multiplication factor will be 1.91 as in the case of executives. In the case of the NE I scale, multiplication factor may be increased to 2. 3. Negotiation on Allowances/Perks has started. It will continue in the next meeting 4. The next meeting will be held on 8th December 2009.

STRIKE PARTICIPATION - Management seeks explanation – draft of reply to be given Worried at the large participation in the 48 hours strike, BSNL management has instructed field level officers to get explanation from workers for participating in the strike. It is an unnecessary provocation from the management. However since the explanations are called for, the employees can give the following reply: “I have participated in the 48 hours strike on 19-20 August, 2009 as per the call of the United Forum of BSNL Unions / BSNL Employees Union, the recognized and representative union in BSNL demanding early wage revision. The union had served strike notice to management as per required provisions of Trade Union rules.” CHQ is taking up the issue with management also so that the same could be amicably settled.

Qualifying service for JTO Examination

reducing qualifying service for appearing in JTO examination
from ten to seven years. A long pending demand has now been
accepted. BSNLEU has requested the management for conducting
the examination early as per the reduced qualifying service.

BSNLEU CHQ is meeting management for immediate implementation of the same. News from CHQ
This actually means (apart from periodicity), they don’t want benefit of merger of 50% IDA, which has already been approved by DPE but not yet implemented for BSNL executives. Moreover, they want that non-executives pay scales be constructed in relation to present E-1 minimum pay of Rs.16,400/-, since proposed E-1 A pay scale has not yet been granted. THEY MAY INSIST ON LOWER BENEFIT FOR NON-EXECUTIVES, BUT BSNLEU CAN’T COMPROMISE ON LONG TERM INTEREST OF THE EMPLOYEES. In their memorandum supposed to be signed by employees, they demanded: “Kindly award pay scales as recommended by Second Pay Review Committee.” What a joke indeed ! 2nd Pay Review Committee was for executives and its recommendations confined to executives only. No pay scale for non-executives recommended by 2nd Pay Review Committee. ==========================================================================================
A circle level convention attended by a large number of workers was held at Bank Employees Union Hall, Thiruvananthapuram on 8th July, 2009. Com. A.V. Kuriakose, Circle President, BSNLEU presided. Com. T. Sivadasa Menon, former Minister, Kerala State, and CITU leader inaugurated the convention. He called upon the workers to be prepared for sustained struggle against the onslaughts on the working-class including disinvestment and privatization. Com. V.A.N. A preliminary discussion took place on the basics of the change of designation. It is decided that the committee shall meet again on 8th June, 2009. The last date for submission of the committee's report is fixed as 15th June, 2009. Wage Negotiation to re-start next week: - Com. V.A.N.
